Both not working and the rest have gotten faster means either
#the rear are not inserted properly
    #Both have blown
#Or maybe wiring to rear lights has been affected some how?

So I was in bed still thinking about the problem and watched a video on youtube about it and then it hits me that maybe it's the problem with bulbs although they r right spec and brand new, but all other possibilities are basically out, and I happen have some old bulbs saved from the car I parted out, they r stanley, so I went ahead and replaced all 4 of them (I thought turn signal lights are 2 on each side turns out only 1 on each side), and turned the key turn the left and right signal lights on, They're flashing as they should be both front and rear at normal speed, turn hazard light on it's normal both front and rear, I have no idea why this happened but here's pic of the bulbs

LEFT: REPCO R3 35 12V21WE2 which caused the problem
RIGHT: P21W STANLEY 12V old bulb but works

Yeah and what's more is that u can actually see from the pic the Repco one has 2 contact points at the bottom but the Stanley one has One, didn't notice that until a member on PP pointed out after I posted the pic, should be more careful next time wasted whole bunch of time lol
Btw those Repco one has only one filament but has 2 contact points at the bottom like those brake light bulb which has 2 filaments, and it has unstaggered pins same as the stanley ones that's why they fit right in without getting noticed.
